Jeffrey Schwartz

Associate


Jeff Schwartz is an associate with the International Trade and Regulatory Group in Alston & Bird’s Washington, D.C. office. Jeff counsels clients on customs and export compliance, preferential trade agreements (e.g. NAFTA, DR-CAFTA, GSP), trade remedy proceedings, and dispute settlement pursuant to multilateral and bilateral trade agreements. Jeff also represents importers in disputes with the United States before the Court of International Trade in New York City and the Court of Appeals for the Federal Circuit in Washington, D.C.

Prior to attending law school, Jeff worked as a strategy consultant in the Washington D.C. office of Kaiser Associates, Inc. At Kaiser, Jeff advised industry-leading clients on a variety of corporate strategy issues, including market analysis and market entry, product launch, and global supply chain strategy.

In 2006, Jeff received his J.D., with honors, from The George Washington University Law School, where he served on the George Washington Law Review and as president of the International Law Society. Jeff also earned his M.A. from George Washington’s Elliott School of International Affairs, with a concentration in international economic affairs. He holds a B.A. in international studies from Emory University.

Representative Experience

  • Represented European importer of graphic arts products in customs classification dispute before U.S. Court of international Trade and U.S. Court of Appeals for the Federal Circuit.
  • Submit commodity jurisdiction, export or transfer authorization requests, voluntary self-disclosures and requests for guidance to U.S. regulators on behalf of U.S. exporters and foreign re-exporters.
  • Submit prior disclosures, ruling request letters, and classification protests to United States Bureau of Customs and Border Protection on behalf of importers of chemicals, metals, consumer products, and garments.
  • Submit short supply and commercial availability ruling requests pursuant to DR-CAFTA on behalf of U.S. importer of wool fabrics.
  • Advise North American manufacturers on origin marking and “made in USA” regulations for products made of mixed origin components.
  • Advise North American manufacturer of packaging materials on opportunities and incentives to develop or acquire manufacturing capabilities in Eastern Europe to facilitate exportation into the EU and Russia.
