Since the September 11 terrorist attacks, the provisions of the new USA Patriot Act—intended to protect the U.S. against money laundering and terrorist finance—have come to apply to an increasing array of international payment mechanisms. Both U.S. and, in some cases, foreign financial institutions are required to abide by strict new compliance regimes aimed at protecting the United States from illicit funds. The result is enhanced scrutiny of financial transactions and documentation, including an array of mechanisms used for trade and export finance.
