Richard C. Kariss

Richard Kariss is a partner in the State & Local Tax Group. His practice focuses on complex multistate tax appeals, litigation and advice, as well as minimizing tax exposure and litigation risks by advising clients with respect to the implementation of corporate restructurings. In addition, Mr. Kariss’ practice includes multistate tax advice regarding corporate acquisitions and dispositions and advice and representation regarding state and local tax audits and compliance obligations. Mr. Kariss practices before administrative tax boards and courts throughout the country. He has represented clients regarding state tax issues before the highest courts in several states and is admitted to practice before the United States Supreme Court.

Mr. Kariss is a frequent speaker on state tax issues and has spoken at conferences sponsored by the Council on State Taxation, the Tax Executives Institute, the Broadband Tax Institute, the Paul J. Hartman Memorial State and Local Tax Forum, the Vanderbilt University Law School, the CPA Society of Santa Clara County and the Pharmaceutical Research and Manufacturers of America (PhRMA). Lectures presented by Mr. Kariss regarding state tax issues include “Winning a State Tax Royalty Deduction Case,” “Winning a State Tax Attributional Nexus Case,” “The Way to Do § 482” and “2003 Multistate Corporate Tax Audit Issues.” In addition, Mr. Kariss taught numerous one-day seminars regarding state corporate taxation. Mr. Kariss has been a contributing author to Panel Publications' Multistate Corporate Tax Guide and he is frequently quoted by CCH, Inc. in its state tax publications. Mr. Kariss previously was counsel to the Pennsylvania Board of Finance and Revenue and was associated with a major accounting firm's multistate tax consulting group.

  • Crown Cork & Seal (Del.) Inc. v. Comptroller. Filed a petition for writ of certiorari with the United States Supreme Court.
  • Carpenter Technology Corporation v. Commissioner. Appeared before the Connecticut Supreme Court.
  • Schering-Plough Healthcare Products Sales Corp. v. Commonwealth. Appeared before the Pennsylvania Supreme Court.
  • In the Matter of Consolidated Edison Company of New York, Inc. Appeared before the Tax Appeals Tribunal of the State of New York.
