Ken Jaffe was a panelist during the session "The New/Old Frontier: Market Developments in the Western Interconnection" at this event hosted by the Energy Bar Association.
Though CAISO has been operating since 1998, the remainder of the Western Interconnection has been ambivalent about CAISO's expansion. To date, efforts to develop regional market and transmission alternatives have also fallen short. Recent expansion of CAISO's Energy Imbalance Market suggests a corner may finally have been turned, but questions remain as to whether California will permit CAISO to reorient itself as a regional entity, and whether efforts to develop smaller-scale regional programs may yet succeed. Perspectives represented on the panel will include those of the ISO itself, regional players from the Northwest and Desert Southwest, state representatives and marketers.
