Angela T. Burnette

• Resolved several HHS Office for Civil Rights HIPAA investigations without corrective action or monetary penalties.
• Served part time as interim general counsel for a 600+ bed academic medical center and health system.
• Identified controlling authority relied on by the court to uphold the constitutionality of tort reform provisions for hospital emergency rooms in an amicus curiae brief submitted to the Georgia Supreme Court on behalf of the Georgia Hospital Association. Gliemmo v. Cousineau, et al.

Angie Burnette’s practice encompasses many aspects of health law. She provides general risk management and compliance advice to health care facilities, providers, and health plans. Angie advises health care providers and numerous other clients on HIPAA privacy, security, and breach notification issues, and helps clients respond to HIPAA complaints, OCR investigations and OCR compliance reviews. Angie also handles health care litigation involving issues such as hospital–physician disputes, hospital licensure and investigation, contracts, and peer review, resolving matters at the trial and appellate levels. Other aspects of her practice include state licensing board complaints and investigations, medical staff issues, the National Practitioner Data Bank, mental health, duty to warn, do-not-resuscitate orders, end-of-life issues, and refusal of blood transfusions.

Angie also advises clients on coronavirus (COVID-19)-related issues, including privacy, employee testing, closure and re-opening of offices, businesses and real estate properties, and return-to-work scenarios.

While at Alston & Bird, she has served as both temporary in-house counsel and as national coordinating counsel for two health care corporations. She has been an invited lecturer at Emory Law School on various health law topics, such as informed consent, HIPAA, and end-of-life issues. Angie has been ranked by The Best Lawyers in America^® in the area of Health Care Law since 2017.
