Willa Bruckner was quoted by Dow Jones in an article discussing the impact of the delay in finalizing regulations under Dodd Frank. She spoke specifically on the legal gray area that will result when exemptions for over-the-counter trades under pre-Dodd-Frank law are no longer available but the new regulations are not yet in place. The exemptions expire automatically on July 16, 2011. Most Dodd Frank regulations were supposed to be in place by July 16, 2011, but that deadline will not be met. “A very significant bulk of the market will be in limbo,” Bruckner said, noting that the market expanded greatly when Congress made clear the deals were legal with the 2000 law, but could diminish if that certainty is removed.
