Mary Benton was a panelist of the session, "E-Commerce Issues-Digital Downloads, Sourcing, Remote Use of Canned Software," during this conference sponsored by NYU SCPS. This session focused on what states have already done and are likely to be doing in the future regarding expanding the sales tax base to encompass both electronically/ digitally delivered items (such as music and e-books) and previously untaxed services. In addition, the panel discussed the “sourcing” of such sales for both business activity tax receipts factor purposes and sales tax imposition purposes.
