After the longest shutdown in American history, both the House and Senate return this week with a heavy workload before funding for most government agencies expires on January 30. In addition to appropriations, Congress continues to debate whether to extend the enhanced health insurance premium tax credits set to expire at the end of the year, potentially raising premiums for millions.
The House will vote this week on legislation under the Congressional Review Act to overturn Bureau of Land Management rules (S.J. Res. 80; H.J. Res. 130), block Washington, D.C.’s cashless bail policy (H.R. 5214), repeal the District’s policing and justice reform law (H.R. 5107), and support domestic production of liquefied natural gas (H.R. 1949).
The chamber will also vote on a bill (H.R. 6019) to repeal language added to the shutdown-ending funding package allowing Senators to sue the federal government if their records were accessed as part of the January 6 investigation. A separate vote is expected on a discharge petition that would require the Department of Justice to release all documents related to Jeffrey Epstein. In a reversal, President Trump called on House Republicans to support the release of the files.
The Senate returns Tuesday to vote on Ho Nieh’s nomination to the Nuclear Regulatory Commission. Senators may then turn to the next package of fiscal year 2026 spending bills, including Defense; Labor-HHS-Education; Transportation-HUD; Interior; and Commerce-Justice-Science. It remains unclear whether the majority leader will bring up the Defense bill this week and add three or four other appropriations bills to the package by unanimous consent.
Separately, President Trump will host Saudi Crown Prince Mohammed bin Salman in Washington for a two-day visit to discuss Middle East security and stability.
