Duncan Douglass was a featured speaker during the session "Legal Implications of Developing a Future Payment System" at this conference hosted by NACHA.  In 2013, the Federal Reserve Banks released the "Payment System Improvement - Public Consultation Paper" that shared the Fed's perspectives on key gaps and opportunities in the U.S. payment system and identified ways to close those gaps while seizing opportunities. In the latter half of 2014, based on feedback received on that paper and additional research, the Reserve Banks will publish another paper discussing the Fed's payment system improvement roadmap. Speakers provided an overview of the roadmap and its development along with a spirited discussion of the legal and regulatory implications surrounding it. Participants gained an understanding of the Fed's plans for the future of payments and an appreciation for the legal and regulatory framework as seen by a panel of legal experts.
