We are in a period of unprecedented uncertainty about the rules that govern the flow of personal information from the European Union to the U.S. The Advocate General of the European Court of Justice has found that the Safe Harbor is unlawful, and the EU nears completion of its General Data Protection Regulation.

Commissioner Brill is widely recognized as the leading U.S. government voice in privacy discussions with the EU. Peter Swire helped negotiate the Safe Harbor.
