Kendall Houghton will speak at this event hosted by Georgetown Law Executive & Continued Legal Education. This program will provide attorneys, accountants, and tax managers with in-depth, practical analysis of significant state and local tax developments.
Kendall will serve as the institute co-chair and present during the session titled “Blowing the Whistle on Objectionable Qui Tam Laws.” Listeners will learn how state False Claims Acts (FCA) have recently been applied as an enforcement tool and consider related risk management strategies. This session will also feature a discussion of the policy-based concerns with FCA laws as applied to tax and unclaimed property and escheat compliance, including:
- the “outside whistleblower” phenomenon
- the broadening of FCA laws to cover non-FCA appropriate areas of tax and unclaimed property
- the treble damages extortion racket.
