On Sept. 23, California Gov. Gavin Newsom issued an executive order asking the state legislature to end the issuance of new hydraulic fracturing permits by 2024. The proposed phase-out of hydraulic fracturing is certain to be met with legal challenges. This article examines the legal context and consequences of the governor’s push to curtail fracking in California.
