Look Ahead to the Week of June 30, 2025: Reconciliation Package Approaches the Finish Line

Both the House and Senate are in session this week, with the upper chamber scheduled to begin a vote-a-rama on amendments to the reconciliation bill on Monday morning. During the vote-a-rama, senators may offer unlimited germane amendments to the bill. 

Senate Republicans have worked over the past few weeks to alter the House-passed reconciliation package (H.R. 1) to address numerous concerns. Late Saturday, they overcame the first hurdle when they voted 51-49 to begin debate on the bill. If the Senate manages to approve the package, it will go back to the House, with votes on the bill expected later in the week. Some House Republicans have expressed concerns over the Senate’s changes, including both the scale of the deficit increases and cuts to Medicaid. 

President Trump will remain engaged in securing passage of the bill, whipping up support among Republicans with the threat of primary challenges in the 2026 midterms. 

Separately, Canada has announced that it is suspending implementation of its digital services tax – which was set to go into effect Monday – after Trump announced last week he was canceling trade negotiations. That decision will likely allow discussions to resume in the hopes of securing a trade deal with Canada. Further, the Group of Seven nations, which includes the United States, agreed to a “side-by-side” system that would exempt U.S. companies from components of the OECD global minimum tax structure.
