The Senate is in session this week, but the House was granted an unscheduled recess week after narrowly passing the One Big Beautiful Bill Act before July 4 (H.R. 1). President Trump signed the bill into law over the weekend, culminating months of intense interparty negotiations to secure the Trump Administration’s domestic policy agenda.
The Senate will continue consideration of a House-approved $9.4 billion recissions package that would claw back funding for foreign aid, including for HIV and AIDS treatment, and public broadcasting services. Congress has a deadline of July 18 to approve the measure. Both chambers plan to move forward with the fiscal year 2026 appropriations process, which was delayed significantly due to the focus on the reconciliation package. Though appropriations hearings are being held, House and Senate appropriators have yet to agree to top-line funding numbers, increasing the likelihood that a continuing resolution will be required before September 30.
The upper chamber will meet on Tuesday to continue debate on the nominations of Bryan Bedford to be chief of the FAA, Scott Cooper to lead the Office of Personnel Management, William Briggs to be deputy administrator of the Small Business Administration, and Preston Griffith to be undersecretary at the Energy Department.
Trump will host Israeli Prime Minister Benjamin Netanyahu at the White House on Monday to discuss a potential ceasefire for the ongoing war in Gaza. The Administration will also begin sending letters to specific countries this week with predetermined tariff rates ahead of the July 9 trade deadline. Treasury Secretary Scott Bessent has signaled optimism that trade agreements can be reached with key partners but the deadline may have to slide until later in the summer.
