Look Ahead to the Week of September 15, 2025: Clock Ticks Toward Shutdown

The House and Senate are in session this week.

House and Senate appropriators reached a deal on top-line spending levels for three government-funding bills, which will likely serve as the vehicle for a continuing resolution (CR) to fund the rest of the government beyond the September 30 deadline. Congressional Republicans leaders are rallying behind a plan to extend the CR until November 20 to allow more time for negotiations, though the Administration originally asked for the CR to continue until January 2026. Additionally, Democrats are demanding that any funding bill must include an extension of the ACA enhanced premium tax credits that are due to expire at the end of the year. Republicans, instead, intend to pursue a clean seven-week CR, increasing the likelihood of a shutdown.

Last week, Senate Republicans took the first steps to change the upper chamber’s rules for nominations to expedite the confirmation process for a large tranche of President Trump’s nominees. They will move forward with completing the process early this week and then vote on the first tranche of 48 nominees that are set for consideration. This accelerated procedure will not apply to cabinet-level nominees or judges.

The House will vote this week on energy-related legislation that would reestablish the National Coal Council (H.R. 3015), modify the approval process for cross-border energy projects (H.R. 2883), and prioritize power plants’ connection to the electric grid (H.R. 1047). They also plan to vote on four bills pertaining to Washington, D.C. that would: address youth offenders in the capital (H.R. 4922), lower the age at which minors could be tried as adults for certain crimes (H.R. 5140); remove local restrictions on police motor vehicle pursuits (H.R. 5143), and grant the President of the United States with the authority to nominate judges to the District of Columbia courts without input from local officials (H.R. 5125).

The upper chamber will also vote to confirm White House economic adviser Stephen Miran for a temporary position on the Federal Reserve as well as continue work on their version of the annual defense spending bill.

Separately, President Trump will travel to the UK on Tuesday alongside Secretary of Commerce Howard Lutnick, Secretary of Agriculture Brooke Rollins, and Treasury Secretary Scott Bessent. Trump will participate in an official state visit with King Charles III at Windsor Castle. He is also expected to welcome Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani to the White House on Friday after last week’s Israeli strike that targeted Hamas leaders on Qatari soil.
