Elza Black focuses her practice on federal health policy analysis and regulatory monitoring, with experience tracking legislative and administrative developments affecting the health care industry. Her work includes supporting policy research initiatives and translating statutory and regulatory materials into concise, actionable insights.
Elza has experience analyzing Medicaid financing and managed care policy, as well as supporting congressional health policy advocacy activities through drafting issue briefs, tracking hearings, and synthesizing policy developments for internal use.
Before joining Alston & Bird, she served as a policy fellow at the Federation of American Hospitals and as a legislative intern in the office of a U.S. Senator.
