Henry Smith

• Lead attorney in numerous antidumping and countervailing duty (AD/CVD) injury and safeguard proceedings before the U.S. International Trade Commission.
• Co-lead attorney in a Section 301 investigation of China’s targeting the maritime, logistics, and shipbuilding sectors for dominance and the lead attorney in a Section 301 investigation of Nicaragua’s labor, human rights, and rule of law practices.
• Represented mandatory respondents and sovereign governments in AD/CVD proceedings before the U.S. Department of Commerce.
• Defended numerous appeals of U.S. International Trade Commission determinations before the U.S. Court of International Trade.

Henry Smith has been practicing international trade law for over 15 years with experience in both the public and private sectors. He joins the firm from the U.S. International Trade Commission where he served as a senior attorney in the office of general counsel. In this role, Henry provided guidance to commissioners and staff on legal strategy in antidumping and countervailing duty (AD/CVD) proceedings and defended opinions before the U.S. Court of International Trade. Henry also has experience in the Office of the U.S. Trade Representative as assistant general counsel, where he worked on complex, high-profile Section 301 investigations and advising on various trade negotiations and laws.

Before entering the public sector, Henry gained experience in private practice, representing multinational companies in AD/CVD proceedings and investigations. He also conducted internal investigations related to compliance with the Export Administration Regulations, International Traffic in Arms Regulations, and Office of Foreign Assets Control sanctions programs.
