Healthy Byte: How Do the Information Blocking Rules Relate to Existing HIPAA Infrastructure?

While rules neither change or amend HIPAA, nor create any new independent rights to access PHI, they do overlay the existing HIPAA framework. As a result, if there is interference with the access to PHI of a party that is legally authorized to receive, it may be considered information blocking.
