California’s South Coast Air Quality Management District recently adopted an “indirect source rule” that makes owners and operators of warehouse distribution facilities responsible for pollutants generated by the diesel trucks that service their facilities. This article explores the new rule, which is the country’s first emissions regulation to address the warehouse boom driven by the U.S.’s explosive use of e-commerce.
