Elio Gonzalez

• Provided expert counsel on statutory/regulatory requirements, judicial precedent, and agency practice to ensure compliance with domestic law and international trade agreements. Participated in Department of Commerce verifications of investigated companies.
• Collaborated on regulatory rulemaking processes in antidumping and countervailing duty matters by conducting legal research, drafting portions of proposed and final regulations, and preparing training materials for Department of Commerce officials and the public.
• Developed and managed trade and customs law matters, engaged in settlement negotiations, and drafted comprehensive referrals to the Department of Justice and U.S. Attorney’s Offices for civil litigation.
• Developed and delivered comprehensive training sessions to agency leaders and employees on international trade and customs matters.

Elio Gonzalez focuses his practice on international trade and customs matters, including trade remedies. Elio previously served as an assistant chief counsel for the U.S. Department of Commerce, where he advised department officials on all aspects of antidumping and countervailing duty (AD/CVD) proceedings. He also drafted numerous briefs, motions, and other written submissions defending AD/CVD determinations in complex litigation before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, the World Trade Organization, and NAFTA/USMCA binational panels.

During his tenure, he was awarded two gold medals for his work on teams responsible for drafting significant updates to trade remedy regulations, and for providing legal support to the department in initiating new trade investigations, as well as a silver medal for his extensive work on complex domestic and international litigation in an agricultural countervailing duty case.

Earlier in his career, Elio served as a staff attorney for the U.S. Customs and Border Protection Office of Chief Counsel, advising agency clients on trade enforcement issues, civil forfeiture, and penalty actions, and he regularly worked with the Department of Justice and U.S. Attorney’s Offices on litigation matters that included customs fraud, tariff misclassification, and intellectual property right violations.
