Shivani “Sheena” Tomar focuses her practice on regulatory and legislative matters affecting health care systems, hospitals, providers, and payers. Sheena provides guidance on various health policy issues, including Medicaid and Medicare reimbursement, long-term services and supports (LTSS), and compliance with federal and state health care regulations.

Sheena has lobbied for providers in both Maryland and Washington state on a variety of issues related to hospital taxes and fees, self-referral laws, staffing ratios, workforce barriers, health data privacy, cost transparency, charity care, and provider reimbursements.

She also understands the federal budgetary impact of health policies and regulations governing complex matters, such as Medicaid financing mechanisms (provider taxes, DSH payments, and supplemental payments), site neutrality, telehealth, pharmacy benefit managers, pharmaceutical drug costs, and managed care and fee-for-service rules for both Medicare and Medicaid.

Before joining Alston & Bird, Sheena served a D.C.-based bipartisan think tank, developing federal proposals to lower health care costs. She also represented multi-employer benefit trust funds in Washington state, where she led statewide workforce development initiatives and secured legislative funding to support Medicaid caregivers. Her background also includes roles serving hospitals at the Washington State Hospital Association and the University of Maryland Medical System.
