Los Angles Mayor Eric Garcetti is pushing city legislators to pass retrofitting mandates that would require wooden and concrete buildings to undergo expensive earthquake-protection remediation.
“Even with some methods to encourage private banks [to provide financing], at the end of the day, you’re paying with little opportunity to recoup the costs,” said Nicki Carlsen, Alston & Bird partner and co-leader of the firm’s Environment, Land Use & Natural Resources Group.
“A retrofit law for state hospitals has been extended multiple times because it was too expensive to accomplish,” Carlsen noted, adding: “I don’t think there’s any sailing through here.”
