Look Ahead to the Week of March 23, 2026 | ICE Deployed to U.S. Airports as DHS Shutdown Continues and Senators Try to Broker a Deal

Alston & Bird’s Legislative & Public Policy Group previews the week ahead highlighting anticipated federal legislative, regulatory, and political activity, and key upcoming actions in Congress, the Administration, and relevant policy arenas.

Administration

  • After issuing a 48-hour ultimatum, President Trump announced a five-day postponement of strikes on Iranian power plants tied to access through the Strait of Hormuz, while global oil prices remain high.
  • Immigration and Customs Enforcement (ICE) agents have begun patrolling U.S. airports after President Trump announced they would assist Transportation Security Administration (TSA) workers amid the continuing Department of Homeland Security (DHS) shutdown.

House

  • The House returns Tuesday as the Rules Committee prepares floor votes on legislation related to safety in Washington, D.C., DHS funding, and vessel security.
  • Speaker Johnson does not plan to bring a clean extension of FISA’s Section 702 to the floor this week; the provision is set to expire in mid-April.
  • Bipartisan leaders of the House Financial Services Committee are calling for bicameral conference negotiations to resolve policy differences between the chambers’ respective housing bills.

Senate

  • Debate over the SAVE America Act continues this week after the Senate remained in session over the weekend. Passage remains unlikely unless senators agree to adjust the 60-vote filibuster threshold.
  • The Senate will vote on the confirmation of Senator Markwayne Mullin (R-OK) to lead the Department of Homeland Security.
  • Senate Democrats and the White House continue to trade proposals over policy changes to end the DHS shutdown.
