Look Ahead to the Week of April 27, 2026 | Congress Faces Deadlines on DHS and FISA as Washington Remains Shaken by Weekend Shooting

Alston & Bird’s Legislative & Public Policy Group previews the week ahead highlighting anticipated federal legislative, regulatory, and political activity, and key upcoming actions in Congress, the Administration, and relevant policy arenas.

Administration

  • The White House Correspondents’ Dinner was canceled after a gunman attempted to enter a secure area that included President Trump and numerous Administration and congressional officials. Several congressional committees have requested briefings from the Secret Service, and a select committee to investigate the shooting may be established.
  • According to Department of Homeland Security (DHS) Secretary Markwayne Mullin, funding to pay DHS employees will run out April 30.
  • King Charles III will address a joint session of Congress on Tuesday, followed by a state dinner at the White House during his U.S. visit this week.

House

  • The House Rules Committee will meet today to prepare for this week’s floor action. A bill to reauthorize the Foreign Intelligence Surveillance Act (FISA), the Senate-passed budget resolution to fund DHS, and the farm bill are top priorities.
  • Speaker Mike Johnson will release policy priorities for a potential third reconciliation bill. Some Republicans are pushing for a party-line measure to address affordability concerns before November’s elections.

Senate

  • The Senate will reconvene Monday evening to consider Robert Cekada’s nomination to be director of the Bureau of Alcohol, Tobacco, Firearms and Explosives.
  • The Senate Banking Committee will meet Wednesday to vote on Kevin Warsh’s nomination to be the next Federal Reserve chair. Senator Thom Tillis (R-NC) lifted his hold after the Department of Justice ended its criminal investigation into current Chair Jay Powell.
