Look Ahead to the Week of June 8, 2026 | Congress Focuses on Reconciliation 2.0 and FISA as Middle East Tensions Intensify

Alston & Bird’s Legislative & Public Policy Group previews the week ahead highlighting anticipated federal legislative, regulatory, and political activity, and key upcoming actions in Congress, the Administration, and relevant policy arenas.

Administration

  • Renewed hostilities between Israel and Iran are expected to further complicate ongoing negotiations to end the conflict.

House

  • The House is expected to vote early this week on a second reconciliation package that would provide approximately $70 billion in funding for the Department of Homeland Security’s immigration enforcement divisions. On June 5, the Senate passed the package by a 52–47 vote, with only one Republican joining all Democrats in opposition.
  • The House is also scheduled to consider several anti-fraud bills related to student financial aid, pausing high-risk financial payments, and establishing a government-wide fraud prevention administration within the Treasury Department.
  • The House Appropriations Committee will consider the FY27 Labor, Health and Human Services, Education, and Related Agencies appropriations bill on Tuesday.

Senate

  • Senate negotiations will continue over reauthorization of Section 702 authorities under the Foreign Intelligence Surveillance Act (FISA), set to expire at midnight on June 12. Discussions have been complicated by President Trump’s appointment of Bill Pulte to serve as director of national intelligence, a choice strongly opposed by Senate Democrats.
  • The Senate Appropriations Committee aims to advance six FY27 appropriations bills this week: Commerce-Justice-Science, Agriculture-FDA, Legislative Branch, Military Construction-Veterans Affairs, Interior-Environment, and Financial Services-General Government.
