Alston & Bird Expands Health Care Litigation, Compliance Capabilities with New Dallas Partner

Alston & Bird has expanded its health care litigation and compliance capabilities with the addition of Frank E. Sheeder as a partner in the firm’s Dallas office. He joins from DLA Piper LLP, where he was chair of the firm’s national Healthcare Enforcement and Compliance Practice.

“Frank is an outstanding litigator and veteran of numerous regulatory and compliance disputes in which he has defended a broad range of health care clients against federal and state enforcement actions and whistleblower cases,” said Bill Jordan, Alston & Bird partner and leader of its Health Care Litigation Team. “As the health care industry continues to evolve, Frank will be a go-to resource for clients facing complex legal and business challenges, including high-stakes litigation, regulatory compliance and government and internal investigations.”

For more than 28 years, Sheeder has defended clients against civil and criminal fraud allegations brought by the government and other hostile third-party litigants, especially whistleblowers. He has appeared before multiple federal and state courts and represents clients opposite a multitude of federal and state agencies and other plaintiffs.

Sheeder has advised clients from virtually all segments of the health care industry, such as health systems, hospitals, academic medical centers, physician groups, medical device manufacturers, long-term-care providers, home health agencies, ancillary providers, pharmacies, laboratories and allied health professionals. His cases generally involve Medicare, Medicaid and other federally funded health care programs. He also has defended putative class actions and civil cases involving parallel criminal proceedings.

“Health care organizations of all stripes continue to face unprecedented change in the form of ever-increasing government mandates and regulations at both the national and state level,” said Jennifer Butler, Alston & Bird partner and co-chair of its Health Care Group. “At a time when so much is at stake for the industry, Frank gives us a special opportunity to expand the depth and breadth of our practice as the needs of our clients continue to grow and we work with them to make compliance more of a strategic and executive focus than a tactical and technical one.”

Sheeder is a past president of the HealthCare Compliance Association and was a longstanding member of its board of directors. He is also a member of the American Health Lawyers Association. In addition, he is a graduate of the Leadership Dallas Class of 2007.

A frequent speaker and commentator on such topics as health care reform, investigations and regulatory compliance, Sheeder is the author of Corporate Governance and Compliance for HealthCare: A Practical Guide, published by Wolters Kluwer.

“Frank is held in high esteem by the market both here in Dallas and nationally as a health care litigator whose credentials and experience are second to none,” said Darren Hauck, partner in charge of Alston & Bird’s Dallas office. “We are excited to welcome him to our team where he will be a critical part of our local and national health care growth strategy.”

Sheeder is the eighth partner to join Alston & Bird’s Dallas office in the past 18 months. Other new hires include finance partners Michael Thimmig, Mark Harris, Charles MarshallPeter McKee and Patrick Sargent, in addition to banking partners Sanford Brown and Michael Tankersley. Altogether, the office has seen total lawyer headcount grow by more than 60 percent since the start of 2015.
