This week, the House takes up the Senate-passed budget resolution. Speaker Mike Johnson (R-LA) hopes for passage before the upcoming two-week recess, but key differences remain over the spending cuts needed to offset the tax measures. Meanwhile, President Trump will meet with Israeli Prime Minister Benjamin Netanyahu today to discuss the war in Gaza as well as last week’s larger-than-anticipated tariffs.

On Wednesday, the Trump Administration will mark what it’s calling “Liberation Day” by launching an array of reciprocal tariffs on various countries. In Congress, House and Senate GOP leaders will continue to reconcile their bodies’ differing budget resolutions. And the House will vote on a bill to restrict federal judges’ ability to issue injunctions blocking administrative policies.

This week, congressional leaders will begin talking strategy to reconcile differences between the Senate’s budget resolution and the newly passed House bill, which combines tax and spending measures into one omnibus package. While Congress continues to work on crafting a continuing resolution to prevent a partial government shutdown on March 14, President Trump will address the two chambers in a joint session on Tuesday.

This week, the House Republican leadership is expected to push for a short-term stopgap spending bill before government funding expires on December 20. In the Senate, Democrats struck a deal with Republican Senators to advance district court nominees while abandoning four pending appellate nominations. Republican opposition ended any chance of a full five-year Farm Bill advancing this session.

Both the House and Senate are back in session. The House will continue working on a government funding plan, with current authorizations set to expire on September 30. After Speaker Mike Johnson’s first proposed stopgap measure was pulled from floor consideration last week, congressional leadership must work toward a continuing resolution that can pass both chambers with bipartisan support to avoid a shutdown. The Senate will vote on legislation establishing a legal right to in vitro fertilization.
